The Centre plans to enhance vocational training in Assam by transforming Industrial Training Institutes (ITIs) through industry-led initiatives under the Pradhan Mantri Skilling and Employability Transformation through upgraded ITIs (PM-SETU) scheme. Tourism and hospitality have also been identified as key sectors for preparing youth from the Northeast for job opportunities in international markets.
The Ministry of Skill Development and Entrepreneurship (MSDE) conducted a programme on international mobility and PM-SETU in Guwahati on November 2, which also covered improving regional skilling infrastructure and linking training with the needs of industry.
MSDE and the Assam Government signed a memorandum of understanding (MoU) for the establishment of skill India international centre (SIIC) in this programme. Under the scheme, two ITI clusters in Jorhat and Tinsukia were also announced with the support of Numaligarh Refinery Limited (NRL) and Oil India Limited (OIL) respectively.

Speaking at the programme, minister of state (independent charge) for skill development and entrepreneurship Jayant Chaudhary said that through this they are “transforming our ITIs into modern, industry-responsive institutions that equip young people with skills relevant to the future of work”. He also explained the need to involve the industry in vocational training.
He also mentioned the potential of tourism and hospitality in the Northeast and the need to train its workforce for opportunities beyond domestic markets.
Biswajit Daimary, Assam’s minister, highlighted that the state wants to equip its youth with the right skills and international exposure. He also added that with the collaboration between central and state government and industry can generate “robust skilling ecosystem that translates the aspirations of our youth into meaningful employment and entrepreneurship opportunities”.
The programme also discussed WorldSkills and international mobility as ways to get global employment. The Assam government showcased its CM FLIGHT scheme and plans for a global skill centre to enhance workforce training and placement opportunities.
