In an official government circular, the Maharashtra Directorate of Higher Education has asked the regional joint directors of higher education institutions across the State to make sure that teaching and non-teaching staff in non-government aided colleges get their regular monthly salaries by the first day of every month.
To ensure that funds are released on time through the Budget Distribution System (BDS), the Directorate has kept the 20th of every month as the last date for submitting requirements for grants. The demands have to be signed by the head of the office and then sent to the Directorate.
This order will have to be followed by non-government aided colleges that offer Arts, Commerce, Science, Law and Social Work related courses, along with non-agricultural universities. The Maharashtra Director of Higher Education, Shailendra Deolankar, has digitally signed the direction and was issued on September 17, 2026.

The grant requirements will include the regular salaries of teaching and non-teaching staff, along with honorariums for teachers who are appointed on a clock-hour basis (CHB). Any earned leave encashment requests and medical reimbursement must also be included.
The Directorate has instructed colleges and universities to share the specific details for all claims rather than unclear requests. Relevant monthly approval orders have to be submitted for applications for earned leave encashment and medical reimbursement requests.
For CHB teachers, institutions should share details of payments they have received every month from colleges. The Directorate must receive a consolidated summary report of these payments.
Regional joint directors should closely monitor the process so that salary payments are not stuck because of late submission of fund requirements. They should also create a fixed monthly schedule for releasing salary funds.
Under the schedule, institutions must submit their fund requests early so that the Directorate has enough time to disburse the funds. The order states that institutions and regional authorities must meet the deadlines and submit all supporting documents for salary and reimbursement claims.
