An MoU has been signed between Medhavi Skills University (MSU), Sikkim, Regional Directorate of Skill Development and Entrepreneurship (RDSDE), Assam. The MoU has been signed under Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship (MSDE). Flexible Memorandum of Understanding (Flexi-MoU) programmes will be implemented by this initiative.
After that, MSU is the only University in India to have an active agreement with DGT under the scheme. The partnership seeks to provide structured skill development through industry engagement, practical exposure and recognised qualifications to improve pathways to employment for youth.
The agreement was signed by Rohan Ramrao Patil, deputy director, RDSDE Assam, DGT (MSDE) and Kuldip Sarma, co-founder and pro-chancellor, MSU. MSU founder and chancellor Pravesh Dudani also attended the signing ceremony.

The Flexi-MoU framework enables MSU to work with industry bodies to identify skill gaps, develop tailor-made curricula and offer training on a Learn and Earn model. Trainees will receive classroom instruction, hands-on learning and on-the-job training (OJT) while earning monthly stipends.
The National Trade Certificate (e-NTC), awarded by DGT to successful trainees, will provide a clear path to work. The project will initially focus on manufacturing trades before branching out to other areas in response to industry demands.
On the role of the scheme, Patil said, “The Flexi-MoU Scheme enables greater industry participation in skill development by supporting training that responds to emerging workforce requirements. Such collaborations can strengthen practical learning, improve the relevance of vocational training and contribute to developing a skilled workforce for India's growth”.
Referring to the partnership, Dudani said, "The future of education lies in how effectively it prepares people for the world of work. This collaboration brings industry requirements directly into training, helping young people acquire relevant skills, practical experience and recognised qualifications”.
Shri Kuldip Sarma added, “Skill universities can serve as a vital bridge between industry and higher education. By translating the vision of NEP 2020 into meaningful employment pathways, this collaboration advances our commitment to building a Skills-First India”.
MSU has been partnering with DGT since 2022, and has trained hundreds of trainees. In the past, the institute has partnered with industry leaders such as RSB Transmissions.
This is in line with the government’s effort to advance vocational education under its Rs 60,000-crore PM-SETU project which aims to upgrade 1,000 government ITIs in the next five years.
