In a written reply to the lok sabha, data shared by Sukanta Majumdar, minister of state in the ministry of education, shows that 6,215 eligible higher educational institutions (HEIs) have been onboarded under the One Nation One Subscription (ONOS) scheme.
According to the education ministry, the onboarding of eligible institutions is still underway. The ministry stated that the scheme ensures equitable access and said there were no issues related to under-utilisation, denial of access, or disparities in usage.
The ONOS is a government of India initiative launched in January 2025 for three years. The initiative offers nationwide digital access to academic journals and research databases with a Rs 6,000 crore allocation for 2025 to 2027.
To improve awareness and address delays in onboarding and low usage, the Information and Library Network Centre (INFLIBNET) has been conducting special lectures, webinars, and offline awareness sessions with universities and institutional nodal officers.
In its lok sabha reply, the ministry said that frequently asked questions are regularly uploaded by INFLIBNET to help institutions resolve queries and use the platform easily. Access to ONOS is available to eligible institutions, with a unique All India Survey on Higher Education (AISHE) code.
The government further added that ONOS has brought together previous initiatives under which different ministries and departments can maintain separate subscriptions through library consortia. The consolidation was made to reduce duplicate spending and provide access through a single scheme.
More details on onboarded institutions, registered users and full-text downloads, including state-wise, institution-category-wise and publisher-wise data, is made available on the official ONOS portal, onos.gov.in.
