The ministry of education, department of higher education has granted Thakur College of Engineering and Technology (TCET) Mumbai, a private engineering college affiliated to the University of Mumbai (MU), deemed university status under UGC's revised 2023 regulations.
TCET Mumbai is the first in the state to be granted deemed status under the UGC's revised 2023 regulations. It is also only the second engineering-focused institute in Maharashtra to receive this recognition, after the Institute of Chemical Technology (ICT), Mumbai.
According to the University Grants Commission’s (UGC) deemed university regulation amendment announced recently, constituent and autonomous colleges of state universities can apply for deemed-to-be university status only after the state government finds them eligible.
Additionally, revised regulations also allow a college or unit to become an “off-campus” centre of another institution.
Notably, under the UGC’s deemed university regulations, the deemed universities receiving 50% of funds from central or state governments are not required to renew their Memoranda of Association (MoA) periodically, provided that they can generate funds to cover the remaining 50%.
As per the official statement by the education ministry, TCET Mumbai gets the new status under specific conditions. These include maintaining a defined ratio of postgraduate and research students, as well as ensuring that all academic programmes are in compliance with the National Education Policy 2020.
The university is not allowed to divert assets and funds or revenues of its constituent teaching units without the UGC and the education ministry’s permission.
TCET Mumbai must get two key accreditations – its individual courses need to be approved by the National Board of Accreditation (NBA), and the institute as a whole needs to be certified by NAAC. Both are mandatory as per UGC's Deemed Universities Regulations 2023.
The engineering institute is recognised by the All India Council for Technical Education (AICTE) and offers 21 undergraduate (engineering, technology, BCA, BBA, vocational courses), 11 postgraduate, and 5 PhD (Tech) programmes.
