(Administration and Regulation) Amendment Bill, 2026. This means that teaching and non-teaching staff of state universities can now be transferred from one university to another to meet staff requirements.
Suvendu Adhikari, chief minister of West Bengal, introduced the draft amendment bill in the assembly. The amendment plans to introduce a legal framework for inter-university teacher transfers. This provision was not available under the existing West Bengal Universities and Colleges (Administration and Regulation) Act, 2017.
Under the newly passed bill, the chancellor of any university can consult with the state government to transfer an employee from one state university to another. The rule applies to all employees who are working with the universities established under laws made by the West Bengal legislature.
Under the amendment, transferred employees have an option to either stay with their original university or join the new university. Employees who get transferred and leave their original university will get their seniority based on when they had joined the university.
The West Bengal Universities and Colleges (Administration and Regulation) Amendment Bill will look after transfer-related benefits, including transfer grants and reimbursement of transportation costs for belongings at government-approved rates.
The WB Gazette reads, “Notwithstanding anything contained in any contract, agreement or in any other law for the time being in force and the conditions of service applicable to the employees of the University, the Chancellor may, in consultation with the State Government, for administrative reasons, transfer any employee holding any post in a University to any other University established under any law made by the State Legislature for the time being in force and the employee so transferred shall carry with him such conditions of service as may be specified in the order of transfer.”
The government said the 2017 Act already has provisions to allow the transfer of college employees, including teachers, librarians, officers and non-teaching staff, from one college to another. But it did not have a similar provision for employees of universities. The 2026 amendment will now address this gap for transferring university employees between state universities.
The 2017 Act was introduced to improve the quality of education in state-owned higher education institutions in West Bengal, and addressing its staff shortage. The government has described the proposed change as a measure to support better administration of universities in the state.

The chief minister said the Bill will help these universities improve infrastructure, teaching and other educational requirements and develop them into centres of excellence. The CM said, ‘experienced teachers’ can be transferred to newly formed universities in "places like Jhargram and Cooch Behar, which will allow exchange of human resources.”
