The Delhi Directorate of Education (DoE) has proposed to shift guest teachers in government schools from a daily payment system to a fixed monthly remuneration with their salaries to be computed on the basis of basic pay and dearness allowance (DA). The proposal includes post-graduate teachers (PGTs), trained graduate teachers (TGTs), primary teachers (PRTs) and educational and vocational guidance counsellors (EVGCs).
According to the proposed structure, PGTs including EVGCs would get Rs 76,160 per month while TGTs including miscellaneous teachers would be paid Rs 71,840. The proposed monthly remuneration for PRTs is Rs 56,640 at a DA rate of 60%.
The proposal also contains the terms for casual leave, salary deductions for extra leaves and payments during summer and winter vacation, detailed in official documents dated October 15. However, the revised remuneration structure has been proposed by the department and should not be considered as an implemented pay revision.

As per the DoE proposal, the monthly remuneration would consist of basic pay and DA, worked out at the prevailing rate of 60 per cent and rounded off to the nearest rupee. The amounts proposed for the three categories are as follows:
Designation | Basic Pay | DA at 60% | Total Monthly Salary |
|---|---|---|---|
PGT (including EVGC) | Rs 47,600 | Rs 28,560 | 76,160 |
TGT (including Miscellaneous Teachers) | Rs 47,900 | Rs 26,940 | Rs 71,840 |
PRT | Rs 35,400 | Rs 21,240 | Rs 56,640 |
The department has proposed that salary should be Basic Pay plus dearness allowance (DA) only. The proposed arrangement would not allow house rent allowance (HRA) or other allowances. The DA rate would be revised from time to time according to the changes made by the government.
The proposal also says that guest teachers are being engaged against the sanctioned vacant posts of PGT, TGT and PRT in Delhi government schools. Their duties are similar to those of ordinary teachers and their employment does not result in new posts.

The proposed terms provide for eight days casual leave (CL) in a financial year calculated on a pro rata basis. If the leave will not be utilised and would not be carried forward to the next financial year nor encashed.
The department has proposed that, for absences in excess of the permitted casual leave, there should be a deduction at the rate of 1/30th of the fixed monthly remuneration for each day in excess. The daily deductions proposed are:
The guest teachers who have been working continuously and are still on the rolls before the summer vacation starts will get the fixed monthly remuneration during the summer and winter vacations.
The changes being proposed would substitute the current per day payment system for a monthly salary. The updated terms, covering pay, leave entitlements and deductions, are set out in the documents dated 15 October but those documents do not in themselves establish that the proposal has been formally implemented.
